I got this answer by meaning analysis .
Choice E is grammatically right but meaning not what the sentence intended .

Today's technology allows manufacturers to make small cars more fuel-efficient now than at anytime in their production history.

(A) small cars more fuel-efficient now than at any time in their (Today's technology is being compared with at any time in production history) WRONG

(B) small cars that are more fuel-efficient than they were at any time in their ( They is not fine its antecedent is small cars as per parallelism but same cars can not exist in different time frames)

(C) small cars that are more fuel-efficient than those at any other time in ( This is fine )

(D) more fuel-efficient small cars than those at any other time in their ( Today's technology allows manufacturers to make those at any time in their production history: today's technology can not allow manufacturers to produced those of past)

(E) more fuel-efficient small cars now than at any time in ( more fuel-efficient cars = quantity (number of cars) or quality(efficient) -- ambiguous meaning )

In B and C that relative clause is confining comparison between cars without any ambiguity.

B is wrong bcz of They which refers to same cars of today's era.

referent those in C resolves that issue.

What an insight on analyzing B. Thanks.

Please help: I still cannot see why this sentence cannot be construed to mean a comparison between 2 time periods "now" and "any other time in the production history of small cars". Why is everybody saying choice A involves erroneous comparison between "car" and "time"?

It's like when we say "The job market is more competitive now than any time in the past decade." In this sentence, would you say there is erroneous comparison between job market and time? No, right?

May I point out the major mistake in options D and E.

D and E say more 'fuel efficient small cars', meaning that technology is helping make more cars (that are fuel efficient)

C corrects this issue, small cars that are more fuel-efficient. This suggests correctly that technology is helping make small cars that are actually more 'fuel efficient'.

Option A and B clearly have the ambiguous 'their' pronoun issue. Hence the answer is C.

Please give Kudos if this helps you.

Between B and C.. B can be eliminated for the same reason as A...
left with C...

Weird, I chose D because I liked the meaning of more fuel efficient small cars over small cars that are

I think you need to be careful eliminating (a) as something GMAT takes a somewhat ambiguous antecedent. Plus the main subject is manufacturers. I agree that C is better but don't just eliminate (a). It's not grammatically wrong and would be the right answer if C was worse. C has a clearer meaning than (a) and hence is correct.

A) small cars more fuel-efficient now than at any time in their - Incorrect comparison. This option talks about how fuel-efficient small cars are now than at any time in their own history.

B) small cars that are more fuel-efficient than they were at any time in their - Meaning error. The meaning seems to say that the same set of cars are used in both the time frames.

C) small cars that are more fuel-efficient than those at any other time in - Correct.

D) more fuel-efficient small cars than those at any other time in their - Those refers to fuel efficient small cars.

E) more fuel-efficient small cars now than at any time in - Same as A.
