I share your concern. The safest route is to raise your TOEFL. If you aren't confident you can raise it or feel that you have other evidence of English proficiency, you can try to get by without retaking. Depending on what you have done to improve your English fluency and other elements of yoru profile, you may want to use the optional to discuss your English proficiency.
