I took the TOEFL and I didn't score quite well. I was informed that I have the right to complaint if I wasn't satisfied.
Although I had a lot of problems and I couldn't focus during my exam because of the noise I didn't make complaint.
If somebody could tell me what would happen if I made the complaint. Would they let me to take the test again or what?

I would assume that you'd have to make the comlaint at the testing center right after, or during your test. I don't think it could hurt, but my guess is that they will not do anything for you. If they did, everyone that wanted to take the test again would complain. The test proctor would have to agree with you, and there would have to be a provable reason that you did not have a fair testing environment.

That being said, give it a try! I don't see how it could hurt.
