With statement A you get the speed or rate. The output is given as 17280. Hence we can calculate time. Sufficient.
With statement B you get the time as an equation. (time to play+time to rewind = 14) or x+y=14 and x=6y
Hence we get the time itself. Sufficient.

If a certain animated cartoon consists of a total of 17,280 frames on film, how many minutes will it take to run the cartoon?

(1) The cartoon runs without interruption at the rate of 24 frames per second.

Rate * Time = Total Number of Frames

24 * Time = 17,280

17,280/24

720 Sec = 720/60 = 12 Mins

Hence, (1) - is SUFFICIENT

(2) It takes 6 times as long to run the cartoon as it takes to rewind the film, and it takes a total of 14 minutes to do both.

Let, time required to rewind = x

6x + x = 14

7x = 14

x = 2

Time taken for cartoon to run = 6x = 6 * 2 = 12 Mins

Hence (2) =====> is SUFFICIENT

Hence, Answer is D

Target question: How many minutes will it take to run the cartoon?

Given: cartoon consists of a total of 17,280 frames

Statement 1: The cartoon runs without interruption at the rate of 24 frames per second.
Time = (output)/(rate)
So, time = (17,280 frames)/(24 frames per second)
NOTE: we're not going to evaluate this. We need only recognize that we COULD evaluate it and, thus, determine the time.
Since we can answer the target question with certainty, statement 1 is SUFFICIENT

Statement 2: It takes 6 times as long to run the carton as it takes to rewind the film, and it takes a total of 14 minutes to do both.
We don't even need to apply any rate-time formulas here.
Instead, we'll use some algebra.

Let t = # of minutes to rewind film.
So, 6t = # of minutes to play film
So, t + 6t = 14
Simplify: 7t = 14
Solve: t = 2
So, it takes 2 minutes to rewind the film, which means it takes 12 minutes to play the film
Since we can answer the target question with certainty, statement 2 is SUFFICIENT

Answer: D

I have a doubt with option B
I get this part (7x=14) but but they have not mentioned about the frames count wat if they are less or more then in such case the run time will vary .
Kindly explain me where i am faltering .

We are concerned of run-time only. In B since we are given the total runtime including rewind time, we need to just need to find the normal runtime without worrying about frame rates.

Take for example: As both statements never conflicts with each other let the frame rate be 24 frames/second
Then frame rate for rewinding is 24/6 = 4frames/second.

Just to understand you can take any other frame rate as well but that would not change the fact that we can still get the normal runtime.
