In one of the most important episodes in legal history and the evolution of democracy, King John of England in June 1215 yielded to the rebel barons demanding that he should sign a charter guaranteeing them certain inalienable rights.

The correct usage of a bossy verb “demand” is “ demand somebody that he do (bare infinitive)”
Not “demand somebody to so”

(A) demanding that he should

“demand that he shoud” is incorrect usage of the bossy verb

(B) demanding him to

“demand him to” is incorrect usage of the bossy verb

(C) and their demand to

“their demand” is a noun here and thus the part after “and” misses a verb and thus a fragment.

(D) who demanded that he

Correct usage of the bossy verb

(E) who demanded him to

“demand him to” is incorrect usage of the bossy verb

Hence D
