Incorrect S-V pair

The exposure does both, however here the effects are disjointed.

After reading the sentence, I did not properly understand the cause and effect or what causes what or leads to what. Though after answering the question correctly, I did read the official explanation. But I am not convinced of the intended meaning. I don't understand how can we correctly infer that the two things mentioned cause severe shortness of breath and weaken the pulse and in doing so, they often lead to a loss of consciousness. To me, any combination of the three things happening could be okay. Though I am not a doctor, to me, severe shortness of breath could weaken the pulse, as in it makes sense.

With exposure to certain allergens and the production of histamine by antibodies, severe shortness of breath is caused, weakening the pulse and often leading to a loss of consciousness.:" Starting sentence with "with" seems to make the sentence a bit ambiguous. Does the with modify Severe shortness of breath(noun), or is caused (verb)? Also, if something is a trait or universal truth it's better to say that it causes that trait rather than the trait is caused. No major issues but still makes the sentence less correct.
