"it" and "them" spoilers. A, C and E gone. B and D left.

D has Subject Verb error. it should be "makes" since "a rise" is singular.

B remains.

first, as you scan the answers, you should quickly eliminate any choice that has it and them; both are ambiguous and do not have a clear antecedent.
second, rising interest rates is plural because rising is just an adjective

this gives you at least three reasons for not choosing option A.

IMO, D has two problems:
1) a rise is singular and should be followed by makes, not make
2) a rise in interest rates is a wordier way of conveying the same message.

as it stands, B is the best choice that does not have the above flaws. hope this helped.
