A. If A happens to be true, then it represent the strongest challenge to the DOT's proposal.

Went with D initially, thinking that the challenge to DOT's proposal will be an unwillingness amongst manufacturers to install the air bags. And what can cause manufacturers to be unwilling to cooperate? Looks like D (decrease in sales).

DOT will make the installation of air bags a 'requirement'. --> which means, like it or not, the manufacturers will have to comply to the proposal. So, 'unwillingness of manufacturers' is not the challenge that we are looking for.

What can make the DOT's proposal a bad idea? --> The risk of fatalities as suggested in option A.
