Got Heavily confused between C and E.
Earlier placed my bet over C, but later looking after other post, I realised that E can also be correct.

C : damage is something uncountable, 1 Damage, 2 damage....seems absurd.

E : Greater is used to compare two quantities. Observing closely, you may realise that the sentence is indeed comparing the damage extent, and hence the use of Greater is justified.

Hope the OA is E...

IMO A
Issue of parallelism
It rose more than it did in previous year.

I would pick (A). what is the OA?

Tsunami-related property damage rose 3.1 percent in the 12 months that ended in March, considerably more than it (property damage) did (rose) in the previous year.

(A) more than it did.

IMO - A

Approach:

1) Property damage is singular. So remove the ones with "they"
So we are left with "A", "C", "E"

2) Now it's a question of parallelism.
If it was only "property damage was x percent" then C and E come into play (comparing property damage to previous year's property damage). But here it's "property damage ROSE x percent" which means comparison is between the "rise of property damage" and the latter part. So then choice A clearly reflects that comparison.

Its natural to associate rise with "high"

Tsunami-related property damage rose 3.1 percent in the 12 months that ended in March, considerably more than it did in the previous year.

(A) more than it did
correct

(B) more than they did
they is incorrect

(C) more than it was
improper comparison (did vs was: should be "did" because "to rise" is an action)

(D) greater than
property damage is not countable (should be more than)

(E) greater than it was
property damage is not countable (should be more than)

(A) more than it did

(E) greater than it was

following is my explanation. if you like it, give me kudos

if there is a form of "to be" in the second half of comparion, we need a version of 'to be " in the first half. C and E are gone
"they" has not referent . B is out

D means
damage rose 3.1 percent, greater than it rose
"greater " is adjectival and D compares verb. D is out.
