UNC R1 different?

Hi guys, I'm hoping to learn from your expertise once again.
I'm planning on applying to 5-6 schools, and I'm hoping to complete all the applications for R1 because that sounds like it gives me the best chance of acceptance and scholarships.
From what I understand, R1 is the same as the other rounds for most every school, but on North Carolina's website they make it sound like you only apply in R1 if you are certain you will attend if accepted. Here's the exact quote from the website:
"Our first cycle, October 26, 2007, is the Early Action deadline. Early Action is an option for applicants who know for certain that they will attend UNC Kenan-Flagler if admitted."
I have 2 questions because of this. First, like I said, I would be applying to UNC as one of 5 or 6 schools, and decide depending on potentially receiving scholarships from one of the schools. Am I obligated to attend if I am accepted, or is this just an overstatement on the school's part?
Second, is this the regular policy of schools for R1? I do not want to make a mistake and apply in R1 if all the schools see it as an automatic that I will attend. Anyone encountered this problem or know something about it? Thanks as always.
