My school wouldn't release my transcript , I still owe them a couple thousand dollars, but I do have the official transcript that they gave me, would graduate accept a scanned copy of my transcript, while I work on getting my transcript from school. Should i reveal my current dilemma to my graduate school ? Will they ding me ?

Hm no they won't accept a scanned copy and I would strongly advise against telling them your dilemma. That might be grounds for a ding right there. Doesn't look good that you are applying to a graduate program that is extremely expensive, when you have not paid your undergrad tuition.

My advice, pay the undergrad tuition. Anything else and you are just begging not to get accepted.
