1.5 min. I actually almost stopped at A without going to the other choices.
Only A explains why there has been so few migrations from one region to the other: It is because the industries were the same. Therefore, what was the point of migrating? To be unemployed again? If you are a mason and lost your job, would you go to another area where masonry jobs are just as weakly present?

Isnt your reasoning based on the assumption that unemployment rates are tied to the industry... i.e. if I am a mason in a region of high unemployment, it is unlikely that I will find a mason's job in regions were the unemployment rate is low... BUT the stem doesnt say that

I'll go with C

I would choose C. - a viable reason why people are afraid to move.
As explained earlier, in A, the assumption is that certain industries are affected, whereas it might have been geographical - due to natural disaster or government rules in those areas.
