A. having passed laws for protecting --> Incorrect

B. having passed laws to protect --> Incorrect

C. having passed laws that protected --> Incorrect

D. and passed laws by protecting --> Incorrect, Changes the meaning by stating Emperor Claudius is doing the protection of the rights and freedoms on his own

E. and passed laws that protected --> Correct, proper usage of 'and' for another action in sequence, and concise meaning for it was the 'passed law' that protected the rights and freedoms and not Emperor Claudius doing the protection himself

Hence, E.

Imo E

This is a smiple list question.
X, Y, and Z.
Here all the three entities should start with verbs so A, B, and C are out.
Out of D and E, D has meaning error so E is correct.
