Yes OA is D.
C doesn't tell people are weak in what?
E has a problem with use of while. Besides the missing comma, while means happening at the same time. Such a usage isn't required here.

would definitely go with D

A and B have misplaced modifiers i think...
C just sounds off..the 'bring out a disinclination...'
E as well doesn't sound right to me
not a very good explanation...sorry!
