incorrect comparison between bootstrap program and ronal reagan in original sentence. Eliminate A and D.
B and E have incorrect meaning because of and. Eliminate B and E
We are left with C, which is the correct ans.

Unlike X, Y did it. Here X refers to Franklin and Y refers to Ronald.
D and E eliminated for this reason.
In A and B comparisons are not correct. Hence it is C
