The answer is E, because we are comparing "the failure rate".

A, B, and C distorts the meaning and are comparing "mainstream American businesses" to the "the failure rate for business" which is wrong. D is awkward and wordy!

In questions like "Unlike X, Y"
X and Y has to be parallel to each other.
