This is a question of parallelism, we should have parallel structure like X and Y .
A. and electric company is intended to create a huge marketing network for the utilities in question with states opening:
In this case gas and electric company are not parallel.
E. company and leading electric company is intended to create a huge network for marketing the utilities in question as states open.
This sentence is correct w.r.t parallelism.

howcome D is correct???
the merger(sub)(singular) + are (verb)(plural) = wrong sentence
choices are either A or E
as states open makes better sense than with states opening
nation's leading gas and electric company seems one company only , however the sentence talks about THE MERGER OF ( which has to be of ONE COMPANY TO ANOTHER)

OA can never be D.. It is E.
"the merger of" is the subject has to go with a singular verb

One cannot defend that it is merger between two divisions within the company. The text is not saying so

C. and electric companies are intended to create a huge network that will be marketing the utilities in question, with states opening--- same as in B

D. company and electric company are intending to create a huge marketing network for the utilities in question, with states opening ----same as in B

SV logic corner choices A and E. After that it is a bit idiomatic as you want to mention something that is simultaneously going on. As states open is correct usage as compared to with states opening. Hence E.

Dear Tanmay,

Pay close attention to the meaning of the sentence. The sentence is talking about mergers.

When we are talking about "merging", logically at least two entities should be present.

However, Option A says "the merger of the gas and electric company". This is illogical. There needs to be at least another company for this company to be merged with. Option A is incorrect for this reason.

Observe that Option E corrects this error by saying "the merger of gas company and electric company".

This one is from the GMAT prep and the correct answer is E.

As somebody said, "the merger" is singular so it should be "is intended". that narrows the answer to A and E

A merger needs to be integrated by two companies so in A "leading gas and electric company" seems like a single company working on the gas and electric sectors at the same time. On the other hand if this problem were fixed by saying "leading gas and electric companies" the merge could affect several leading companies, for instance 2 or 3 in the gas sector and 2 or 3 on the electric sector. In E it makes clear that it's the leading gas company and the leading electric company that make up the merger. So E its correct

Reason could be that 'leading gas and electric company ' sounds like it is talking about a single company. As it is talking about 'a merger between 2 companies ' I believe E states it best that the merger is bw the nation's leading gas company and leading electric company .

My thinking process:
1. B,C,D can be ruled out because the merger is singular, not plural so that leaves us with A and E
2. A company can not have a merger by itself, so A is out
3. To further confirm the 2nd point, the "with" without the comma seems to imply that the marketing network created for utilities in question is only for states opening their utility markets to competition.
