My answer is E.
POE:
A. Compares Arctic to the winds in most regions of Antartica. Wrong.
B. Compares Arctic winds to most regions of Antartica. Wrong.
C. Same as A. Also the pronoun those is far way from the antecedent making the sentence awkward.
D. Compares Arctic to the winds in most regions of Antartica. Wrong.

Answer will be E, Arctic is correctly used in comparison/contrast with the regions of Antarctica.
