Here 'that' does not have a clear reference and is illogically compared with India.

D. In comparison with the United States, where a popular election separate from that which determines the majority party of the legislative branch chooses the head of state, the Prime Minister of India
Incorrectly compares United States with the Prime Minister of India


E. In the United States, the head of state is chosen in a popular election separate from that which determines the majority party of the legislative branch, but in India the Prime Minister
This correctly compares United States with India.

Did you find the error in the sentence? It contains a parallel construction error.

The sentence compares the United States to the Prime Minister. A secondary error is the misuse of where. Remember that where is for physical locations only.

(A) No. The sentence contains an error, so get rid of this answer choice, as it is always identical to the underlined portion of the sentence.

(B) No. This answer choice compares the United States to the Prime Minister.

(C) No. This choice is not parallel—it compares that of the United States to India.

(D) No. This answer choice compares the United States to the Prime Minister. Furthermore, it uses the word where instead of in which.

(E) Yes. The stem sentence’s problem is fixed, because the sentence parallels in the United States with in India. Additionally, the misuse of where is corrected.
