Unlike the vast majority of cities, which lie on important trade routes or on terrain that was once militarily valuable, the location of Washington, D.C., was chosen by a purely political process: only a mostly empty swamp occupied the area before.

Why would the correct answer be ....those of the vast majortiy of cities?

The context here is about the location of Washington DC. They are comparing the reason for choosing the location of Washington DC vs. the reason for choosing the vast majority of the cities. So the location is the thing being compared, not the actual cities. So the "those" refers to the location.

Also, this is the wrong forum. Maybe from next time you can post the SC questions in the appropriate subforum? :)

i agree with the explanation provided by whiplash2411. "those" refers to locations of cities here...
