A is correct.

Among here is used for balance among jobs and job seekers both are plural

All other sentences are gramatically incorrect.

Use of "being" inappropriate

Another important point to note in this SC is that, all choices except A, change the meaning of the sentence.

Complex. A cannot be right because of "among". All other answer choices change meaning. Thus, keeping meaning in view, A can be the correct answer choice.

i think a cannot be the ans because use of being in gmatland is inaapropriate..

plus

among is use to differentiate more than 2 things..

between should be used..

We never say Among A and B...so option A can never be right..here we can eliminate all options with among..
we will be left with C and D..Quesions is not underlined so I can't say if it si D or C...

Remember this question from somewhere - D seems as the right answer.

Using "among" to evaluate 2 things is WRONG; it does not matter whether the number of the items is singular or plural. D seems to have the most concise and clear wording.

Although this is a weird SC question, IMO the answer should be E. I agree with swethapv that B,C, and D all change the meaning of the sentence. The economists are assuming the 'rough balance', not that the rate is four percent. Choice A just doesn't flow correctly; "unemployment rate being" doesn't make sense.

What's the source?

D> This could be the ans if this would have been used proper hypothetical condition.
as : if the unemployment rate is four per cent, there WILL BE a rough balance between jobs and job seekers.

E> Lengthy & ambiguous...

So A is the best answer.
REMEMBER: GMAT look for the best GIVEN answer does not look for best POSSIBLE answer.

Can you please tell the source of the Question?
Because somehow all the option appear to have one mistake or the other....so in that case we should choose the best among the wrong ones.
But even choosing that i can never get A
I get D as a answer.

(A) the unemployment rate being four per cent, there is a rough balance among jobs and job seekers
(B) should the unemployment rate be four per cent, there is a rough balance among jobs and job seekers
(E) there is a rough balance among jobs and job seekers when there is an unemployment rate that is four per cent

"Were..., there is..." doesn't make sense, eliminate
(C) were the unemployment rate four per cent, there is a rough balance between jobs and job seekers

I would any day pick "between" over "among" if the statement involved two things.

Here is my opinion about between/among usage:

A> the unemployment rate being four per cent, there is a rough balance among jobs and job seekers

There are two groups: jobs & job seekers. So among is well placed.

e.g:
Ram divided all his property between/ among his children and grandchildren - both between and among are correct
