Using sophisticated technology, a hurricane can be detected in its incipient stage and early warnings can be issued to the media.

A) Using sophisticated technology, a hurricane can be detected in its incipient stage and early warnings can be issued=> Incorrect modifier (a hurrricane cant usse sophisticated technology)
B) A hurricane can be detected in its incipient stage, using sophisticated technology, and early warnings can be issued => Incorrect modifier as A
C) In its incipient stage, a hurricane can be detected using sophisticated technology, and giving early warnings => " giving " is not parallel with "be detected"
D) Using sophisticated technology, meteorologists can detect a hurricane in its incipient stage and issue early warnings=> CORRECT modifier, parallel (detect vs issue)
E) Meteorologists, using sophisticated technology, are detecting a hurricane in its incipient stage and could issue early warnings=> "are detecting" is not parallel with "could issue"

A) Using sophisticated technology, a hurricane can be detected in its incipient stage and early warnings can be issued

The issue here is of a Dangling modifier. Who is using sophisticated technology?

Unless the do-er of the action is not introduced the initial modifier " Using sophisticated technology" cannot modify an entity hence becomes a case of dangling modifier.

Whenever you see a participial modifier, especially an introductory one, then the first task is to ask who or what is doing that function in the modifier phrase; Here the relevant question is who is using the Doppler device. If you do not have an answer within the sentence, then the issue is a classic case of a dangling modifier and we are required to introduce the modified immediately after the comma that sets off the participial phrase"

B) A hurricane can be detected in its incipient stage, using sophisticated technology, and early warnings can be issued

This one is similar to (A) just a bit crappier

C) In its incipient stage, a hurricane can be detected using sophisticated technology, and giving early warnings
Parallelism error

D) Using sophisticated technology, meteorologists can detect a hurricane in its incipient stage and issue early warnings

Correct; we can also try to reframe this: meteorologists can detect a hurricane in its incipient stage and issue early warnings, Using sophisticated technology
the verb-ing after the comma correctly modifies the do-er of the action

E) Meteorologists, using sophisticated technology, are detecting a hurricane in its incipient stage and could issue early warnings: although this one solves the problem in (A),(B), and (C) but distorts the intended meaning i.e. scientists can detect and issue warnings

Hi,
A participle phrase modifier at the beginning of a sentence is always alarming.
When a participle phrase is used at the beginning of a sentence, it should always modify the noun that follows. In the given choices, only option D does that.
Doer of the action are meteorologists.
