Solution - D. The phrase "of these fifteen" is misplaced. The placement here may indicate that the “date” belongs to “the fifteen”.
These is plural so shouldn’t it by default not refer to townships?
Also, I eliminated E (correct answer) because --- the underlined portion says fifteen…what fifteen? Just a number? There is no referent to fifteen township....or is it that since it says "the fifteen", use of "the" makes it refer to the earlier 15.

Hi, I also had the same reasoning around eliminating option E. Since there are two independent clauses separated by semicolon, we need to make sure that noun is being referred to correctly in the second half of the sentence. "these fifteen" makes perfect sense here, just "fifteen" in D doesn't make sense we read the sentence alone? but I wonder if there is a comma separation between "to date" and "of these" would make D correct answer after going through OE given.
