Situation:A bookstore announces the components of its summer book club.

Reasoning: Which option must be true? In order to answer this question correctly, it is necessary to distinguish between information that might or could be true, and information stated directly in the passage. Since the flyer claims the club will read the best new novels, it is reasonable to conclude that someone has decided which novels qualify as the best.
1. This may or may not be the case.
2. Genres in which local authors work are not discussed in the passage.
3. Though the passage lists book signings and meetings as separate items in a series, it does not state that they will be held at different times.
4. The passage does not make this claim.
5. If the book club will be reading six of the best new novels, it is reasonable to conclude that some member of the bookstore or reading series staff has made a decision as to what constitutes the best.

This sounds like membership to me. Meanwhile, E looks like a mere re-statement, it's kinda redundant.
Please elaborate more on this question

another poor quality question. this is a must be true question, and we must chose an answer that will be 100% true based on the info presented in the argument.
what if in total, there are only 6 novels?

The book club could decide to use bestseller lists to find the best local authors (this won't be difficult or unlikely if the book club was located in major city).

In this case, "made a decision as to what constitutes the best" is NOT the same as "decided which new novels are the best." You may argue that deciding to use the list is already a decision on what books are the best. However, that would not be correct.

Take a different example of decision: Say that I wanted to find the top countries by GDP. I could "decide" to use the World Bank's list of countries by "GDP, PPP (current international \$)" rather than another list. However, that's when the decisioning process ended. Did I "decide" that the Netherlands had a higher GDP than Malaysia? No, that would be a ridiculous statement - deciding to use the list doesn't mean that I decided the individual elements of that list.

If I'm not wrong then , Club registration fee in the above line seems to mean the registration fee to enrol yourself to that club.
The conclusion would then have been, only the registered members of the club are eligible for the signing event.

The word "only" is wrong. The statement implies that the club members are eligible for the signing event. However this does not mean that non-members are not eligible.

the question is so unintelligible. There is no way to know whether best books are decided. According to the official solution, the 6 best novels have been chosen; this forms basis for the OA. This is unacceptable.

I think this is a high-quality question and the explanation isn't clear enough, please elaborate. The solution isn't clear. There should be strong reason why option E is right instead of option C. As of now, the explanation given is not at all useful.

I think this is a poor quality question due to the language used in option E

"It must be decided which new novels are the best"

Implies it has not yet been decided. The explanation given says that a member of the club/applebees books has decided which are best and this is NOT what option E states. Maybe E needs rewording to "it has decided which new novels are best"?
