I think this is a poor-quality question and the explanation isn't clear enough, please elaborate. Of the few questions of Verbal that I've solved on GMAT Club, hardly for any of them a proper solution has been provided.

The answer choice B is correct because the words "the then" indicate that we are talking of the past in the present format, there is also an element of uncertainty, we eliminate C, D and E on this basis. Past perfect tense best describes the said action.
Why answer choice B and not A that's because, we take 'would have' common; therefore we will get a parallel structure, which will sound like 'would have chosen ______ and would have been__________' so the tense is expressed in the parallel structure since we take 'would have' common and make verb 'chosen' parallel to 'been'
