I think this is a poor-quality question and I don't agree with the explanation. This question is not up to GMAT standards.
There is a comma missing before the and in the list of items.

There HAS to be a comma before "and ouster of corruption" otherwise this question is wrong!!! COme on GMATClub.

I think this the explanation isn't clear enough, please elaborate. The of use of the word "ouster" is clumsy / unnecessary. Particularly since it relies on a pretty obscure word...

I don't agree with the explanation. Please explain how and is avoided in the option b but still the option maintains parallelism

I think this is a poor-quality question and I agree with explanation. I feel like this is correct, however, is missing a "the." The problem is that the reduced question reads "...focused on (redacted) ouster of corruption" which doesn't make sense. It should read "THE ouster of corruption. "
