Previous experience has shown that Departmental stores are most profitable in areas where residents are highly concerned with leading healthy lives. We should therefore build our next new store in Plainsville, which has many such residents. Plainsville merchants report that sales of running shoes and exercise clothing are at all-time highs. The local health club, which nearly closed five years ago due to lack of business, has more members than ever now. We can even anticipate a new generation of customers: Plainsville's schoolchildren are required to participate in a 'fitness for life' program, which emphasizes the benefits of regular exercise at an early age.

In the light of the above facts, what can indeed strengthen the above reasoning?

A: Heightened sales of exercise apparel may not adequately indicate that Plainsville residents would buy exercise clothing or that these residents themselves will resort to exercising.
B: The stimulus has no proof to claim the assumption that people who exercise regularly will also buy health foods.
C: Exclusive theme stores are said to be the in things in the near future
D: Because a certain fitness program is mandatory for Plainsville's school¬children, we cannot assume that they or their parents will rush to buy fitness products.
E: The author fails to weigh other factors such as longevity of a trend, existing wealth of the city and profile of the people and the general interest of the residents which are critical to making profits in a business venture.

I could figure out A,B,D and E are weakening/irrelevant, but how C is strengthening ?

Weaken. If heightened sales do not indicate a future trend, then the store is not likely be profitable and should not be built there.

B: The stimulus has no proof to claim the assumption that people who exercise regularly will also buy health foods.
Weaken. If neither one or the other trends persist, there is less probability the store built there will be profitable

C: Exclusive theme stores are said to be the in things in the near future
Strengthen. If theme stores are said to be more popular in the near future, then the store will likely be profitable. Thus, a store should be built there.

D: Because a certain fitness program is mandatory for Plainsville's school¬children, we cannot assume that they or their parents will rush to buy fitness products.
Weaken. If parents won't buy fitness products for their children, then the store will not be profitable. So, it should not be build there.

E: The author fails to weigh other factors such as longevity of a trend, existing wealth of the city and profile of the people and the general interest of the residents which are critical to making profits in a business venture.
Weaken/Neutral. This statement only accounts for the gaps of the argument. By virtue of remunerating the gaps, none of them will strengthen the argument.

Don't get it. How come C is the right answer?

No one on answer choices actually strengthens the argument, especially C.

Theme stores could work if we are talking about bike store, or yoga equipment store. However, when we are talking about Cigar store how it helps people live healthy life???

Well A,B,D,E are all clearly weakening, so by POE we arrive at C.
But even otherwise C would strengthen cause C says
"C: Exclusive theme stores are said to be the in things in the near future"
So in the whole discussion the department store is focusing on the health theme. So clearly they are theme focussed, and since C states that theme stores are the 'in things in the near future'- would indicate that any store going with a theme would be more likely for profit.
And it's a department store that is in the question, no one has stated that it's a cigar store.
