The first thing we need to see is if we need a singular or plural pronoun. Now, the antecedent is property values. If you're confused with property values you can use "values" only and try to comprehend the pronoun to be used. Since values is plural; the pronoun has to be plural. 4 & 5 are eliminated.
(1) is the best from 1, 2 and 3.

Hey...
Since the statement "can potentially is redundant" is stated in OG you should consider it as a rule. You can check the following link for some redundant words that should be avoided at all cost..

Also can and potentially have the same meaning hence they can't be used together.

'Can' has already been used once in the opening part of the sentence and hence the second 'can' in option 5 becomes redundant. However, if I were solving the question, I would have eliminated the option at the it stage itself as explained by domfrancondumas
