Below are the time limits I like to stick to while do CATs.
1.SC - 1min/Q
2.CR - 2 min/Q
3.RC - 4 min to read + .75min*number of questions on the passage

It depends I spend a little more in the 1st 10 questions and a little less in the last 10. But on an avg

Mine is 1.5 minutes for SC and CR. But 2.5 to 3 minutes for RC and 1 minute*no of question RC had.

How much time do you use to read the passage?

Again varies....I don't usually let time get in the way when I read, that distracts the hell out of me. But from past experience when I add up the times (reading + answering questions), it works out to about 2 to 2.5 mins per question. Thus if the passage has about 4 questions, I spend approx 10 mins on it.
