(A) for legislation, and the police is

Incorrect.

Is police a singular or a plural subject?

Police is a plural subject. It is something that you must memorize, as there's no logical reason for it.

This creates a disagreement with the SINGULAR verb is.



(B) for legislation, so the police is

Police is a plural subject, which creates a disagreement with the singular verb is.


(C) for legislation, so the police are

Incorrect.

While this answer corrects the original mistake and is grammatically correct, it changes the meaning of the original sentence by replacing the addition word and with the conclusion word so. Since there is an answer choice that corrects the original mistake without making any further unnecessary changes, it is superior to this answer choice.



(D) to legislation, and the police is

Police is a plural subject, which creates a disagreement with the singular verb is.


(E) for legislation, and the police are

This answer choice corrects the original Subject Verb Agreement mistake, by changing the singular verb is to the plural verb are, to match the plural subject the police.

Meaning:
Congress is responsible for legislation and Police is for Law reinforcement.

We will start with POE
Congress and Police are Singular subjects so the use of singular verb must be used.

So any sentence using Police are is wrong straight away.
This eliminates options C and E

In option B the correct usage would have been as the congress is responsible for legislation so the police is for.. but since the sentence starts with Congress is responsible for and it lies in the non underlined portion of the sentence we cannot change it hence the sentence is wrong.

This left us with option A and D.

In 'D' the sentence states Congress is responsible to legislation VS In 'A' Congress is responsible for Legislation.
Sentence 'A' seems correct than 'D' also it's parallel to the other part of the sentence as well.

Hence 'A' is correct.

Police is a plural noun and is followed by a plural verb!!

Congress is responsible for legislation, and the police ARE responsible for law reinforcement.

Option E.
