in this problem, we do not need to know present perfect to choose correct answer. but present perfect is hard and basic point and is tested frequently on gmat, so, we should learn about it

I think we we have to review a good grammar book for this point. I say a sentence now. present perfect is used when we want to connect past events and present time. we need to read more in grammar book on this points. a few lines of explanation of present perfect in postings can not help

Sure! The bottom line is that "due to" should only modify nouns. Here are a few examples featuring "due to" and/or "because of" to illustrate the point -- the links will take you to our explanations, so you might want to try the questions first on your own, and then read what we have to say about them.

I really appreciate many detailed explanations above, but I have found out one thing which nobody mentioned: the difference between "because of" and "due to"

Because of = adv => it modifies Verb & Adjective
Due to = adj (= caused by) => it modifies Noun

Based on this difference, I can easily eliminate D and choose A ("because of" modifies "to be raised")

eliminate b , c and e on the basis of continuing action till November So have been must be utilized

between a and d

a makes use of future tense which correctly identifies with the intended meaning

Isnt there also an issue of parallelism in B & D options.. continuing and raised. Doesn't find good to me, what do you think?

No Jatin. Parallelism needs a parallelism "indicator" (such as and).

B says:

With the economy’s strength continuing, analysts predicted for weeks that the target be raised again in November.

There is no parallelism "indicator" here and hence, no need for continuing and raised to be parallel.

On a separate note, it might be a good idea for you to first strengthen the basics and work on concepts. Trying to build concepts merely through solving questions, is not a very efficient strategy, in my opinion.
