Question: When was the movie returned?

Statement 1:
1.15 is 50% of 2.29 (movie rent) - if it were returned a day later, it would have increased to 50% which is charged for more than 15 days. This implies that the day it was returned was 14 days later than March 15. Therefore, this statement is sufficient.

Statement 2:
Total price is 2.98
Fee = 2.98 - 2.29 = 0.69 which is 30% of 2.29. For 8-14 days late from the due date, 30% fee of the movie rent is charged. Since, it could be any day from 8 to 14 days after March 15, this statement is not sufficient to know when exactly the movie was returned.
