Clue is other resources as water is also a resource. Correct sentence should use other.
Eliminate A, B and E on this basis.
Between C and D. In D, Problems of water do not make any sense.
Hence C.

I came across this tip that may apply to this question. Can someone please validate?

Two nouns together is generally a danger. For example,
Water management - Rather use Management of Water.
Sales increment - Increase in sales
Profit elevation - Elevation in profit etc.
