A. Water and resource management problems - unclear, could be seen as water being one subject, and resource management problems the other

B. Problems of managing water and resources - problems of is incorrect

D. Problems of water and other resource management - problems of is incorrect

E. Resource management problems, including water - ineffective, management of water and resources.

Answer: C. It is a little wordy, but most effective in my opinion.

I strongly feel that "problems in" should be followed by a verb which is not so in choice C..Again "problems of " should not be followed by a verb as used incorectly in B....My choice is D.............

D. "water" is also resource. So, "water and other resource" is better.

D has an ambiguous meaning, problems of water and other resource management could be separated to mean water problems, and other resource management problems. It is unclear that they both are together. the problems are with the management, not the water and other resources. C is best.

would you say there are problems in the management of the company i work for, or problems in managing the company I work for? would make more sense with the noun than the verb. problems of is incorrect usage as well Im pretty sure
