We are given a decimal number P = 12.abc where a, b, and c are the tenths, hundredths, and the thousandths digit respectively. Is c + 5, a two-digit number?

(1) b is not an odd number.
- > Not related to c ->not sufficient.

(2) If 10P were rounded to the nearest tenths, the result would be 124.7
127.70 --> before rouned 70, bc can be 71~74 or 65~69 --> c can be 1~9

Both condition:
b is not an odd number
bc can be 71~74 or 65~69
--> b is 6, c is 1~4
c+5 max = 9, not a two-digit number
