Risks are plural, so we need "are."

Among A, C, and E, only (C) maintains llism with the demonstrative pronoun "that."

Here's the rule guys which i learnt a few days back

WHAT VERB SUBJECT->verb depends on subjectâ€¦eg what are called aperiodic tiles,turned out to describe

In the question given

What concern , so we need are.
So would go with C

Applied the same logic to justify "are" in the correct answer.

Definitely C maintains the parallelism as MATT described.
