Neither. 0^0 = 1

Believe it or not, this is one of the big "questions" that are actually answered by international consensus. Really.

At this moment, the consensus has built amongst the august body of higher mathematicians to treat this expression as 1.

Since there is controversy, I doubt that you will get this expression in the GMAT.
