let the fraction be x/y

1. (x+2)/y = 1/4 => 4x+8= y. We cant find anything. Insuff.
2. x/(y-6) = 1/6 =>6x=y-6 =>6(x-1)=y. Again Insuff.

combining both we have two equations and can find x and y. so, C.
