IMO C

from statement 1
only the amount of alcohol is known.
TOTAL amount of mixture is not known
Hence insufficient.

From statement 2
only the amount of oil is known.
Same story as Statement 1
Insufficient.

Combining
ratio of oil= 40/100
Hence C

Answer would be E

As without the information that the solution comprises only two things viz alcohol and oil we can't assume it.

Answer E. Since we don't know if there are other components in the solution

Option E , as we have no information of the contents of the solution.
