(1) |m| = −36/m

LHS is an absolute value so RHS has to be +ve as well. This is only possible if m is a negative value.
Since we know $$m <=0$$
$$|m| = -m = -36/m$$
$$- m^2 = -36$$
$$m=|6|$$ but since we know m is a negative value $$m=-6$$

Hence sufficient

(2) 2m+2|m| = 0

Reducing by 2, $$m + |m| = 0$$
This statement holds for negative values as well as 0. Hence not sufficient
