Statement 1:

$$x=3−1=2$$
ie $$2-1 =1$$ Sufficient

Statement 2:

$$x−1<3$$
means
x could be 3
$$x−1=3−1=2$$
or
x could be 2
$$x−1=1−1=1$$

Hence Not Sufficient
