From S1:

\((x-y)^2 = 25\)
x-y = +5 or -5
Hence Insufficient.

From S2:

4x = 4(y+3)
x = y+3
x-y = 3
Sufficient.

B is the answer.

Both the statements are inconsistent, both should give the same value for X-Y.
