Scholarships are interesting things. You are probably better off getting one at a private school than a public one (though not true for all).
As a rule, to get a scholarship, the school must really want you as a student as they are basically "buying" you by offering you a spot that they otherwise could have sold.
There are a number of reasons a school may want to have you:
- High GMAT (not top schools)
- Unique background
- Very strong leadership skills
- Show a need
- Academic merit
In my experience all top 20 schools offer scholarships. You can get more info here:
https://www.businessweek.com/bschools/rankings/From what you indicated GMAT+Exp, top 20 most probably will not give you a substantial scholarship, though at the same time, Harvard gave 49% of its student a scholarship.... Business Week Profiles is your friend.
