From the image, we get the scores in Test 2 for all the students

Student A,C - 70
Student B,E - 60
Student D - 80

Therefore, Average of scores in Test 2 is $$\frac{70*2 + 60*2 + 80}{5} = \frac{140 + 200}{5} = \frac{340}{5} = 68$$(Option C)

The average of the 5 students is:

(70 + 60 + 70 + 80 + 60)/5 = 340/5 = 68

Alternate Solution:

Note that if Student E were not included, the average of B and D would be 70, and thus the entire test average would be exactly 70. Since Student E has a score of 60 in Test 2, the overall average of all 5 students is just less than 70, so 68 is the logical (and correct) answer.
