From S1:

When M is divided by 5, the remainder is 3.
Possible values are 3,8,13...
When these numbers are divided by 20, the remainders are different.
Hence Insufficient.

From S2:

When M is divided by 8, the remainder is 3.
Possible values are 3,11,19...
When these numbers are divided by 20, the remainders are different.
Hence Insufficient.

Combining both:

LCM(5,8) = 40
LCM(3,3) = 3.
The general form is 40n+3; n is greater than or equal to 0.
Now, when 40n+3 is divided by 20, the remainder will always be 3.
Hence Sufficient.

C is the answer.

This is a yes value question. We need a specific value of the remainder when M is divided by 20.

St1: M can be 3 or 18; giving us 2 different remainders when M is divided by 20 hence not sufficient.

St2: M can be 3 or 27; giving us 2 different remainders when M is divided by 20 hence not sufficient.

Combining the statements; M can 3, 43, 83 etc; giving us a specific remainder when M is divided by 20.

Correct answer : Option C
