IMO, answer should be B for the above highlighted errors in the other options.

(A) When deer damage plants, it --> Pronoun error

(B) The damage to plants caused by deer --> Correct, rectifies pronoun and modifier error, and conveys intended meaning

(C) The fact that deer cause damage to plants --> Changes meaning

(D) When deer cause plant damage, it --> Pronoun error

(E) Deer damage plants, which --> Run on and modifier error

Hence, B.

A:'when deer damage plants' is a prepositional phrase and this sentence does not say what can be prevented when deer damage plants.. Wrong.
B:Correct option with clear meaning,grammatical structure and voice.
C:the fact can be prevented? wrong meaning.
D:Same error as in A.
E:plants can be prevented? wrong modification.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



The sentence is not correct as written. The damage has occurred but the second part of the sentence talks of preventing the damage. Eliminate A. What can be prevented? Is it the damage or the fact that deer cause damage. It is the damage that can be prevented. Eliminate C. D has the same problem as A. The word ‘which’ is misplaced in E. As it is written ‘which’ refers incorrectly to the plants. B is the correct answer.
