is incorrect in D.

try..to is correct and parallelism is keeped by to..impose and to...consume.

Down to D and E

D is wrong because of "consuming"

'E' it is.

'try to' is correct idiom.
Also, "restrictions on school lunch guidelines" is better than "restrictions for school lunch guidelines"
