IMO A.
My 2 cents:
I've some concerns. (Simple Present Tense)
Clinton had some concerns. (Simple Past Tense
Similarly Veronica had some ....
Now definitely purchasing the mirror occurred earlier than hanging the mirror hence had purchased is correct as per my understanding

I would go with B.

When Veronica had purchased the Victorian mirror for her bedroom, she had some concern that the style of the mirror would not suit that of her other furniture, a concern that dissipated once she hung the mirror.

If we rewrite this sentence....

Veronica had some concern that.............when she purchased the Victorian mirror,a concern that dissipated once...............
