If the intention is to compare "American dialects" with "European dialects," there is no need for "that of." Also, this answer choice introduces a subject/noun agreement error by using "tends".

(C) language of English often adopts words from other languages, that of European dialects tends
If the intention is to compare "American dialects" with "European dialects," the construction should be parallel, which this answer choice is not. Also, this answer choice introduces two subject/noun agreement error by using "adopts" and "tends" instead of "adopt" and "tend," respectively.

usage of pronoun 'those' is ambigious.

'that' is incorrectly modifying languages. use of 'whereas' suggests that a contrast is being made between two dialects.

Same problem as option B also language of English is awkward and wordy and use of a singular verb 'adopts'for dialects is incorrect.

(D) English language often adopts words from other languages, European dialects tend
use of a singular verb 'adopts'for dialects is incorrect.

Using POE to choose the best answer:

Whereas American dialects of the English language often adopt words from other languages, those of European dialects tend toward the creation of new terms and expressions.

(A) English language often adopt words from other languages, those of European dialects tend - "those of Europeans" is very vague and it is unclear that "those" refers to dialects. A can be eliminated.
(B) English language often adopt words from other languages, that of European dialects tends - "that of European dialects" is still very vague and confusing. Verb should be "tend" instead of tends because dialects is plural. Enough wrong with B for us to look elsewhere, eliminate.
(C) language of English often adopts words from other languages, that of European dialects tends - "Language of English!!" Jeez! such a long wordy way of saying English language. Correct verb form shall be adopt and not "adopts" as is used here because dialects is plural, "that of European dialects" is redundant and wordy, the whereas at the beginning establishes that we are contrasting between two different dialects. Tends is the incorrect verb to use with the plural dialect, lose C.
(D) English language often adopts words from other languages, European dialects tend - "adopts" is wrong here, just as in C, D is clearly wrong.
(E) English language often adopt words from other languages, European dialects tend - "European dialects" in the second clause makes it clear that the discussion is regarding the two distinct dialects of the English language, both adopt and tend are the correct verb forms to be used with a plural "dialects", E is your answer then

so btw Choice B and choicce E, despite having one issue in using that as relative pronoun for the people which is not followed in GMAT. But this error runs throughout all options so can be ignored. . But the wrong one of comparison overrules the complete dialects comparison ie wrong comparison is really wrong. wherreas in e it gives the meaning . so Choice E is correct.

"American dialects of the English language" is plural. So, correct form is as per the following:
"American dialects of the English language often adopt words". "adopts" in C & D is the incorrect.

(C) language of English often adopts words from other languages, that of European dialects tends.........Incorrect due to SVA error.
(D) English language often adopts words from other languages, European dialects tend.............Incorrect due to SVA error.

Between A, B & E :

"Whereas" compares 2 same things. Here "whereas" compares American dialects and European Dialects. Both parts should have a parallel structure. So, "those of" and "that of" from A and B respectively are incorrect structure.

(A) English language often adopt words from other languages, those of European dialects tend...........Incorrect due to parallelism error.
(B) English language often adopt words from other languages, that of European dialects tends............Incorrect due to parallelism error.

"E" doesn't have any error.

As the non-underlined noun phrase "American dialects of ..." is plural, any verb that follows the phrase should be in the plural. Option (C) and (D) both use the singular verb adopts, which does not agree with the plural noun "American dialects of ...". Eliminate (C) and (D).

Option (A) is incorrect because there is no clear referent for those. If those referred to one of either American dialects or words of other languages, it would be nonsensical to say "(American dialects) of European dialects" or "(words from other language) of European dialects".

Option (B) is incorrect because the sentence illogically compares American dialects of the English language with (the English language) of European dialects.

Choice (E) is the correct answer: Whereas American dialects of English language often adopt words from other languages, European dialects (of the English language) tend toward the creation of new terms and expressions

Those of should refer to something PLURAL in the previous clause. So technically it refers to dialects. But the combined statement - dialects of European Dialects is incorrect.

Similar to above, that of should refer to English Language in the previous clause. But the combined statement English Language of European Dialects is incorrect.

(C) language of English often adopts words from other languages, that of European dialects tends
American dialects of the language of English is awkward construction and incorrect.

(D) English language often adopts words from other languages, European dialects tend
American dialects [plural subject].... adopts[singular verb] Incorrect.

Whereas – is a comparison marker that usually compares two clauses, or to be more precise, the subject of the first clause with the subject of the second clause. Accordingly, subjects of both clauses must be parallel to one another. Since American dialects is the subject of the first clause in the non-underlined part of the sentence, the subject of the second clause must be European dialects.

Structure: Whereas American dialects (subjet) adopt..., European dialects (subject) tend...

The above is the correct structure comparing parallel subjects. With that in mind, let’ analyze the below answer choices.

A. Whereas American dialects of the English language often adopt words from other languages, those of European dialects tend...

The green parts above are parallel to one another but whereas is not comparing them, because European dialects is not the subject but the object of the second clause. Whereas can’t compare the subject to the object. What whereas is incorrectly comparing here are American dialects and those. Those may refer to languages, words, or American dialects. In any case the comparison becomes nonsensical:

Whereas American dialects adopt…, languages of European dialects tend… here dialects is not parallel to languages
Whereas American dialects adopt…, words of European dialects tend… here dialects is not parallel to words
Whereas American dialects adopt…, American dialects of European dialects tend… nonsensical and not-intended meaning.

Like A, B incorrectly tries to compare the subject of the first clause with the object of the second clause. What whereas is incorrectly comparing here are American dialects and that. The only singular noun that may refer to is English language:
