It is difficult to say which elite school would place the least emphasis on ugrad GPA in your particular case. The GPA you reported is at the far left tail of the distribution of the elite schools which suggests that you will face an uphill struggle when applying to many of these programs. Nonetheless, at least a few percent of the applicants appear to have had ugrad GPAs in the 2.8 range.

You might consider some of the near elite MBA programs as well since you might be able to qualify for some form of merit aid at one of these schools.

What were the MS degrees in?

Are these US-style master's degrees or Magister degrees?

As you already know, some US schools consider the Magister the equivalent of the US BA/BS and not the MA/MS. Was your first-degree on a five-point scale?

You mean my GPA? it was 3,92 on 2-5.5 scale.
